Bootstrap

Bootstrap is one of the most popular front-end open-source tools, helping you build responsive mobile-first sites with minimal effort. It was released on August 19th, 2011, developed and maintained by Mark Otto and Jacob Thornton.

Bootstrap CSS classes are easy to use and provide styles for all elements that involve typography, forms, buttons, and navigation templates. It includes CSS and JavaScript plugins, fluid grid system up to 12 columns that change scale depending on the device or viewport size. You can use Sass variables and mixins to customize the Bootstrap default theme.
